10Investigates: Prisons, jails across Tennessee failing to properly report hundreds of inmate deaths

Hundreds of deaths behind bars are going unreported to the Tennessee Bureau of Investigation, a 10News review of records from correctional agencies uncovered.

The official count — an annual report produced by the TBI under state law — shows 337 people died while in the custody of Tennessee jails and prisons from 2017 to 2020.

Documents obtained by 10News show the actual number is much higher. Local and state agencies provided records for more than 600 inmates' deaths during that timeframe.

The nonprofit also paid its executive director roughly $445,000 in total compensation in the 2019 fiscal year, according to documents provided by the Internal Revenue Service. That's about $1 for every $5 in the ETLEB's total revenue reported that year.

The home’s owner told 10News she was unaware of any state inquiries about the standard of care or building conditions aside from the annual inspection.

"Not to my knowledge," she said September 7. "I mean, if they have, no one's contacted me specifically for those concerns."

Adult Protective Services investigated the home in July, records show. Letters from Knoxville officials show it failed to meet "life-safety" code requirements.

The Knoxville Police Department looked into claims last year that a female officer was sexually assaulted by a fellow officer, despite its insistence it was not aware of such an incident when a city councilwoman raised concerns last week, a 10News investigation shows.

A KPD sergeant recalled in February 2020 that he told the department's Internal Affairs Unit about the claim, according to a transcript of his interview included as part of a separate investigation into allegations of racism and a hostile workplace within the department.

More than 25 formal complaints have been filed against Solar Titan in Kentucky and Tennessee. The Georgia Attorney General's Office is also looking into the company.

"We're looking into the company itself, the promises that were made and we're taking a look at whether aspects of the Tennessee Consumer Protection Act may have been violated," said Samantha Fisher, director of communications for the Tennessee Attorney General. "We want customers in Tennessee to know that this seems to be a problem."

The mines' growing presence is raising objections among residents and concerns among elected officials, a 10News investigation found.
